RAGUNATH KESAVAN

Qualification

Graduated from the University of Malaya with a Bsc(Genetics) in 1985.
Graduated from the University of Wales Aberystwyth with LLB(Hon) in 1989.
Graduated from the University of Malaya with LLM in 1995.

He is a member of Gray’s Inn and was called to the Bar of England and Wales in 1990.

Admitted as an advocate and solicitor of the High Court of Malaya in 1991. Elected as Chairman of the Kuala Lumpur Bar Committee from 2002-2004.

Experience

Elected as President of the Malaysian Bar from 2009-2011.
During his tenure as the President of the Malaysian Bar, he served as a member of the Advocates and Solicitors Disciplinary Board and the Legal Professional Qualifying Board.

He was Chairman of the Professional Indemnity Insurance Committee from 2003 to 2016. Ragunath Kesavan was instrumental in the setting up of the National Legal Aid Foundation.

He was appointed to the Malaysia Competition Commission in 2011 and reappointed again to serve in the Commission in 2014.

He was an active member of the Commission and served as the Chairman of the Guidelines Committee, Enforcement Committee and the Audit Committee.

Ragunath Kesavan is a member of the panel of Arbitrators and Adjudicators of the Kuala Lumpur Regional Centre of Arbitration.

He was appointed to the Board of the Civil Aviation Authority of Malaysia in August 2019.

He is also a member of the Legal Secretarial Regulatory and Development Committee of the Malaysian Aviation Commission.

Ragunath Kesavan is a member of the panel of Arbitrators and Adjudicators of the Kuala Lumpur Regional Center of Arbitration.

A member of the Panel of Adjudications under the Construction Industry Payment & Adjudication Act 2012.

As a member of the Malaysia Competition Commission, Ragunath Kesavan has chaired the enforcement, Legal and regulatory and Guidelines Sub Committees.

He Chaired the committee on Guidelines and Enforcement and was involved in the drafting, finalising and public consultation on the following Guidelines:

(i) Guidelines on Market Definitions;
(ii) Guidelines on Anti-Competitive Agreement;
(iii) Guidelines on Abuse of Dominant Position;
(iv) Guidelines on Financial Penalties; and
(v) Guidelines on Leniency Regime.

Ragunath Kesavan has extensive dispute resolution experience and regularly appears at all levels of the Malaysian courts and he also appears as counsel and arbitrator in arbitrations and acts as an adjudicator.

TAI YONG FUNG

Qualification
Yong Fung graduated with LLB degree (Honours) from the University of Adelaide in 2014 under the scholarship awarded by the Government of Malaysia. In 2020, he obtained a Professional Certificate in Islamic Finance from the International Centre for Education in Islamic Finance (INCEIF). He also completed his Master of Commercial Law from the University Malaya in 2022.

Yong Fung was admitted to the Malaysian Bar in 2017 and commenced his legal practice in one of the top litigation law firms in Malaysia. He then joined Messrs. Kesavan in March 2020, where he currently practices as a partner of the Firm, having been promoted in May 2023. His extensive experience includes representing clients as counsel and co-counsel in all levels of the court hierarchy and in arbitration proceedings.
Experience
Yong Fung focuses on general and civil litigation. His main practice areas include debt recovery, insolvency and winding up, enforcement proceedings, employment disputes and corporate disputes. He also has experience in construction arbitration, alternative dispute resolution, professional conduct and discipline matters, and money-laundering offenses.

Some of his notable cases including acted for a financial institution in a dispute regarding distribution of surplus proceeds of approximately RM400million in a liquidation of a company and acted for a local employee against sovereign state in an employment dispute at the Federal Court.

Apart from his litigation experience, Yong Fung also advises corporate and commercial matters, which encompasses negotiating and drafting commercial documentation such as share sale agreements, shareholders’ agreements and service agreements as well as wills, probate and estate administration.

SYEREEN TANG LI CHOO
Qualification
Graduated with a Bachelor of Laws (Hons) degree from University of London in year 2013.
She completed Certificate of Legal Practice in year 2014.
She was then admitted as an Advocate and Solicitor of the High Court of Malaya in year 2015.

Experience

Syereen’s main areas of practice are civil litigation and disputes resolution. She is also conversant in other areas such as conveyancing and general advisory work.

Prior to joining Messrs Kesavan, starting from year 2015 till March 2023, she practiced in a boutique firm based in Kuala Lumpur where she had gained considerable experience in advising clients on matters related to stratified and landed property concerning Deed of Mutual Covenants and Strata Management Act 2013. She is also experienced in drafting wills, family matters such as divorce, probate and administration and handling of non-motor insurance claims.

In April 2023, she commenced her practice at Messrs Kesavan.

JASON ANTHONY IGNASIUS
Qualification

Jason graduated with Bachelor of Law, LLB (Honours) from the University of London in 2018 and completed his Certificate of Legal Practice in 2021.

He was then admitted to the Malaysian Bar in 2023 and commenced his legal practice in a litigation firm at Kuala Lumpur. He then joined Messrs Kesavan in January 2024.

Experience

Jason focuses on civil and criminal litigation, with his main practice areas include remand proceedings, bail application, mitigation, criminal proceedings, dealing with MACC and PDRM investigations as well as general litigation.
Prior to joining Messrs Kesavan, he was involved in various Penal Code and drug offence charges, producing favourable outcomes such as dismissal and acquittal for his clients. He is experienced in handling remand applications and has successfully dismissed such applications on many occasions.

TAN XUAN YOU
Qualification

Xuan holds an LL.B (Hons) degree (First Class) from the Multimedia University (MMU) in 2022. Upon completing his pupillage under the tutelage of Mr. Ragunath Kesavan, he was then admitted to practice as an Advocate and Solicitor of the High Court of Malaya in 2023.

Experience

He has assisted senior counsel in criminal and extradition proceedings. He is also involved in debt recovery, insolvency and winding-up proceedings.

Prior to joining the firm in 2022, Xuan was a judicial intern to the Chief Justice of Malaysia, conducting research on various areas of law as part of the Research Unit of the Federal Court.
